Having previously prepared the master plan for Hook Island in the Whitsunday, Tract was excited to be engaged by Epochal Hotels to prepare and manage the development application for the luxury eco-lodge.
Hook Island is a largely undeveloped island in the Whitsundays and the resort aims to provide a low impact, eco-friendly and highly sustainable tourism accommodation. The resort will provide for 39 biophilic cabins an arrival pavilion and jetty, dining venues, forest pools, wellness spaces and adventure activities. The natural landscape remains the primary feature of the project; the resort development is secondary focusing on utilisation of existing building footprints and cleared areas, sustainable design to reduce the impact on the natural landscape and minimisation of resource consumption through the implementation of sustainable servicing solutions.
The Planning Team was responsible for both the strategic and statutory planning elements of this project. Both the successful preparation, management and approval of the Hook Island Master Plan (Preliminary Approval including Variation request); and most recently for the preparation, management and successful approval of the related development application for the Resort Complex and associated Environmental Authority.
The Landscape Team focused on ecological restoration and preserving the natural systems of the island. Informed by detailed site analysis and ecological mapping, pathways and external spaces are positioned to protect existing vegetation and landforms. Carefully selected endemic planting restores disturbed areas and softens built form, blending the resort architecture seamlessly into the landscape, while pathways and viewpoints provide visitors with immersive island experiences.
Tract is proud to have worked closely with an exceptional consultant team and multiple local, state and federal government departments across one of Australia’s most complex legislative environments. Navigating these requirements demanded a high level of technical precision, transparent engagement, and disciplined project governance.
The Hook Island project sets a strong precedent for how premium tourism experiences can be delivered responsibly. The approval reflects the value of early collaboration, evidence based decision making, and a shared commitment to ensuring that development can coexist with long term environmental stewardship.
