Tract Consultants were engaged by Moonee Valley City Council (MVCC) to undertake a Structure Plan process in collaboration with Council for the Moonee Ponds Activity Centre.
The focus of Tract’s input revolved around the analysis of the activity centre and development of urban design principles, objectives and actions across strategic scales, in order to deliver an Implementation Plan for the activity centre.
The aim of the ‘Coordinated Implementation Plan' is to outline core projects that can be ‘actioned’ in the short-medium term, with a focus on a number of priority areas and sites within the MPAC.
The Structure Plan and Implementation Plan served to bridge bridging the ‘gap’ between the strategic planning process and the implementation of core projects ‘on the ground’ within the activity centre.
The project included a baseline review of the previous strategic studies for the MPAC in order to distil the core overriding urban design principles to guide the implementation projects. Provision of, and planning for community facilities and community open space was a core element of the project, outlining a clear process for the way forward in regards to priority community projects within the MPAC.
The success of the project was demonstrated in council having established a priority ‘suite’ of projects, potentially including core community facilities, that adhere to and build upon the activity centre principles of the structure planning process.
